Humbeiro Carvajal-Montoya reputedly led a ring that smuggled heroin inside suitcases and clothes from Medellin's Jose Maria Cordoba International Airport to the U.S. at least once a month from August 2006 until September 2007, according to a federal indictment.Carvajal-Montoya, his wife as well as police officers and airport personnel accused in the scheme had been arrested last November in Colombia. He was expected to be arraigned in Manhattan federal court Friday, said Michael Garcia, the U.S. Attorney for the Southern District of New York. A former petty officer with the Colombian navy, Otoniel Ricardo Cabarcas Avendano, is charged with selling information about the positions of navy and Coast Guard vessels to traffickers who shipped cocaine to points in the Caribbean Sea and Central America for eventual delivery to the U.S. and other countries. Avendano, known as "Oto" arrived in New York Thursday night and was expected to be arraigned Friday in Manhattan federal court.New York's Drug Enforcement Task Force, comprised of DEA agents, NYPD and New York state police, investigated these cases along with federal prosecutors.
