Jessie Gallegos, 47, of Phoenix, and Jose Villarreal-Gazaviz, 31, of Nayarit, Mexico, are refusing to cooperate with investigators, Chavez said. The suspects were being held Sunday at the Henderson jail on federal charges of distributing heroin and conspiracy. A dog from metro police's narcotics K-9 unit "alerted" on the bags, police said.
